The Government puts his hands forward: no autonomy to Veneto
In an article the Gazzettino 4 May 2017 entitled “The Minister for Regional Affairs freezes the Veneto: no fiscal autonomy” Minister Costa's thoughts on the Veneto region referendum for autonomy to be held on 22 October 2017, I thought expressed in Parliament at Question Time.
According to Costa, the referendum will not lead to fiscal autonomy, Veneto will not have fiscal autonomy after the referendum, nor after any agreement with the Government.
From the article it is clear that we are only talking about delegation of tasks, that is, in practice some things that are done by the State today, such as national roads, They will be made by the Region, but when the chips are down there won't be a single euro more in resources, and there will not be a euro less in taxes for residents of the Region.

The minister recalls the art.116 and 117 the Constitution, and states that the resources transferred to the Region will only be those necessary for the tasks that the Region will carry out in place of the State. And indeed we will have to see how many there will be in hindsight. In my opinion this implies that the region will spend less, evidently the state will keep the savings.
Zaia certainly does not agree with this approach of the Minister, and it is a discussion that repeats the one seen in the Bo auditorium’ Padua a few months ago.
In fact the minister reaffirms, as he did then, that Zaia could already bring home some skills, but Zaia said at the time that he cannot and must not ask now by virtue of the ruling of the Constitutional Court, because there is a referendum to be held.
So it seems clear to me that this autonomy in managing the works will not be an autonomy of the region like South Tyrol, and will in fact have no direct benefit on the pockets of the residents of the Veneto Region. I would say that in fact this is what article 116 of the Constitution says. These proxies, no autonomy.
To become an autonomous region must do more, ie change the Constitution, and it takes at least a year by the middle elections, the parties exchange…… if in Rome they wanted to give us autonomy they would have already given it to us in the dozens of opportunities we had and with the dozens of requests received.
On the other hand, autonomy, is if you save, only the regions that have a specialty have it, or that they are of Islands, or they are populated by particular “ethnicity” or minorities.
The residents of the Veneto are an ethnic group ? Either they are a national minority ? That returns the law 28 of the 2016 which recognizes the “people Venetian” (who are not residing in the region) the rights of nations less, the national minority.
The law 28 It recognizes the Venetian people the rights of the Framework Convention for the Protection of National Minorities, and how should the international law recognizes that national minority-related populations to Venetian history or language you autodichiarano . And this therefore goes beyond regions and borders. Basically the people from Bergamo to Udine ( or almost the entire Northeast) but also those of Istria and Dalmatia because the “Convention” it is international law.
If the law 28 of the 2016 will be saved by the Constitutional Court, which should decide within one year, or if Europe will defend our human rights as the Venetian people, then things will change for real: we will have legally recognized a superlative specialty.
If the law is saved, there will be that specialty that justifies autonomy, and autonomy will come through the application of the Framework Convention. The costs will be borne by the State, which he will no longer be able to withdraw approximately 50 billions of euros a year as it does now, or about 5000 euros per person per year, including infants and CENTARI.
This will not impoverish the rest of Italy, Unlike, there will be GDP growth and a “straightened” of the whole of Italy forced to cut waste, parasitism, the slackers, i falsi invalidi, mafias, the corruption ….. moving the whole expenses of non-parasitic. So Italy will also benefit.
Certainly over the years the North-East will become a single region, in practice the Serenissima will be reborn again even if not independent, or for those who prefer, will be reborn there Venice and Istria Roman era, but still a highly autonomous region like or more than South Tyrol.
So why are there those who don't defend the law 28 Right now? Or he does not know what it is, or he did not care about the interests of the Venetians. But not even Italy I would say.
