L’ Italy is an illegal occupier of the Lombardy-Veneto region
circa 2 years ago I read the book “La Cessione del Veneto” written by Genova Thaon di Revel at the end of 1800.
Revel was the plenipotentiary commissioner of the Kingdom of Italy under the government of King Vittorio Emanuele II of Savoy who managed the "cession" of the "Lombard-Veneto Kingdom" in 1866. The sale saw the Hapsburg Empire cede the territory to Napoleon, and the latter then ceded it to the Savoy.
However, it was written in the treaties that the populations would have to accept the passage with a free plebiscite to accept the annexation of Lombardy-Venetia to the "Kingdom of Italy under the constitutional monarchical government of King Vittorio Emanuele II and his successors".
The referendum, according to some authors like Beggiato and Borsetto, it was rigged, that the people were not free to express themselves, but attached with forced cooling a bogus vote. It has led to demonstration of this, both newspaper articles of the time, but Borsetto recently demonstrated with evidence from the state archives that in some colleges there were more votes than voters.
In many colleges the votes were not even counted and the annexation to Italy was declared !
but, prove that this or that fact jumping off suspicious elections, it does not imply denying the legality and legitimacy of that whole plebiscite.
The approach of these authors has the merit of confirming that they were indeed gods “plebiscites Burletta” as the former fascist and journalist Montanelli already defined them several years ago.
But from my point of view, a point of view oriented towards legality, their works lack the exhibition of what I call the "smoking gun", that is, the display of a fact or evidence that demonstrates the illegality without any doubt of the annexation plebiscite as a whole.

We are talking about a vast territory, which includes about today 10 million of people, and in the Vienna treaty of cession 3 October 1866, Article IV says that "The border of the ceded territory is determined by the current administrative borders of the Lombard-Veneto Kingdom" where, however, "Venetian" is an adjective translated from the original "Venetien" , ie all the Venezie, from Bergamo to Udine how effectively will be the sites of the plebiscite, with her sister Mantova.
Practically, the nullity of that plebiscite is valid for all of Venetia in’ Italian geographical, lands that today are variously called Lombardia (Bergamo, Brescia and Cremona) Trentino (Rovereto), Friuli (Udine ) and Veneto (for the Venetian region with Pordenone, Grade etc.). Since the boundaries of then and now defined by the Hapsburg administration transferor, the important cities of Milan were also part of the Lombard-Venetian territory, Pavia etc., while the Venetian so were probably Trieste and Gorizia.
Let's start by noting that Milan and Pavia and other cities never voted to the plebiscite, She is simply attached while having the right to vote as provided by the Treaty. And here we return to the Italian Commissioner Thaon Revel, that in his own memorial "the cession of the Veneto" laughed heartily at having annexed Milan and other lands without even a plebiscite !
But it's not even the fact that this or that city didn't vote, or that this or that college was rigged, which can constitute the “smoking gun” I mentioned, ie the demonstration of ABSOLUTE ILLEGALITIES’ the plebiscite 1866.
The plebiscite of 1866 it is null and void regardless of the result and the performance because whoever organized the plebiscite WAS NOT LEGITIMATED TO DO IT, as it was not representative of the people of Veneto.
The sale of the Lombard-Venetian was to take place the first of the Habsburgs to the French, these the Venetian, the Venetians had to decide and eventually join Italy.

But the French were wrong recipients not delivering to the Venetian territory but puppets of the Italian Government.
Practically, the transfer is NOTHING, is the Italy of today is untitled in the possession of Lombardy-Veneto. For more, as I have already demonstrated in this blog, the Italian Republic DOES NOT ARISE FROM THE KINGDOM OF ITALY due to the nullity of the referendum of 1947, and then the plebiscite of 1866 and however insignificant.

Simple ones were elected very recently held elections in, and they were not Luigi Michiel, Edoardo De Betta and Achilles-Emi Kelder, but they were quite other people whose existence Thaon di Revel knew having had a discussion during the appointment of notable representatives. Possibly the only ones elected by the Venetian people would be entitled to receive the land from Le Boeuf representative of Napoleon to sell it to Thaon Revel, it being understood that other Le Boeuf had received by the Austrians themselves squatters from 1848 with the reborn Republic of St. Mark.
in conclusion, here is the smoking gun, for what has been said, the figurehead puppet Michiel, De Betta and Emi-Kelder who received the territory received it because they were appointed by the Italian commissioner, and not because they are legitimate representatives of the Venetian people, and in fact they immediately ceded the territory without waiting for the outcome of the due plebiscite, and therefore without this being in any way legitimate for the treaties given that the Venetian people had not yet expressed their will to annexation.
It does not matter if the plebiscite was carried out well and legally or under the bayonets in this or that place.
The plebiscite was expected and anticipated, and it was not just a facade formality as some I want to believe was normal. This is demonstrated by the fact that a few days after the sale, the French commissioner also complained to the Italian Commissioner because the plebiscite was already taking place in the presence of the Italian troops., and that this was not regular, his correspondence with the Emperor Napoleon proves it .
But at that moment in international law Napoleon no longer had possession of the territory since in theory the territory had already been handed over to the Venetians, and the fact that the right to free consultation of the Venetian People were denied by the Savoy was not an act other than now when the elections are rigged and the others were silent for convenience, and therefore Napoleon told his commissioner to let it go .
The sale of the Lombardo-Veneto is a null sale of a false owner (the fake representatives of the Venetian people) which yields good without authority. Therefore all actions consequent made by new buyers, namely the Government of Italy, they have no value regarding the Venetie because they are acts made by an untitled squatter, and among these null acts is included the plebiscite of 1866. Although we know that was incomplete (Failure to vote Milan and Pavia) , and as demonstrated by the recent study by Prof. Also rigged Borsetto, and strongly influenced as shown by Beggiato.
Since the Venetian people lacked the possibility of freely organizing the plebiscite of 1866, the result of it is null / non-existent and does not legitimize anyone (except the Venetian people themselves!) to govern the Lombard-Venetian territory because, the consultation was not free as provided by the Treaty between the Habsburgs, Napoleon and the Kingdom of Italy, but instead organized by squatter.
